Will Dotson is Co-Founder of RegretShield Consultants and one of a small number of consultants in the US holding both the PMI-CPMAI and the NIST AI RMF Architect designation (2026). He is currently leading a $9M+ OT cybersecurity program for a major Houston energy operator — overseeing architecture, budget, vendor selection, and delivery across 300+ well-pads and a cloud-native Azure OT environment.

Will Dotson is an accomplished information technology executive with extensive experience directing complex infrastructure and delivery initiatives across global enterprise environments. As Managing Member of RegretShield Consultants, Mr. Dotson provides strategic leadership and advisory services to organizations seeking to strengthen IT governance, optimize technology investments, and execute critical programs with precision and accountability.
Throughout his career, Mr. Dotson has successfully delivered large-scale IT programs encompassing cloud platform development, data center design and deployment, global network transformation, and enterprise communications modernization. He has served as a trusted consultant to executive leadership teams at organizations such as British Petroleum (BP), BHP Billiton, CenterPoint Energy, and BG Group, overseeing multimillion-dollar initiatives that align technology strategy with business performance.
Mr. Dotson’s expertise spans program governance, project management office (PMO) development, vendor management, and global infrastructure transformation. His recent engagements include the design and implementation of Azure Data and Analytics platforms, global WAN migrations, and enterprise IT modernization efforts across North America, Europe, and the Asia-Pacific region.
A Project Management Professional (PMP) and Stanford Certified Project Manager (SCPM), Mr. Dotson holds a Master of Business Administration from the University of Houston–Victoria and a Bachelor of Science in Management from the University of Phoenix. He has also completed advanced studies in Artificial Intelligence and Machine Learning and holds multiple technical certifications, including ITIL Foundation and Microsoft Azure credentials.

Carlos Medina — Co-Founder & Managing Member
Carlos is Co-Founder of RegretShield Consultants and a CISSP-certified cybersecurity and IT/OT infrastructure leader. He built Encino Energy's first cybersecurity program from the ground up, serving as de facto CISO. He led global network infrastructure at Apache Corporation across oil rigs, data centers, and international offices. At RegretShield he leads all client development and technical strategy.

Carlos Medina

Carlos Medina is a proven IT and cybersecurity leader with over 15 years of experience building and securing enterprise-class IT and OT environments. As a Partner at RegretShield Consultants, he brings a rare combination of technical mastery and executive insight, helping clients architect scalable, secure, and business-aligned infrastructures.
Before joining RegretShield, Carlos served as Manager of Cybersecurity at Encino Energy, where he built the company’s first cybersecurity program from the ground up, serving as the de facto CISO. His leadership drove the organization’s cybersecurity investment from $200K to over $2M annually, with a $7M strategic roadmap approved for 2025. Carlos championed Zero Trust adoption, cloud-native protection, and OT network segmentation — creating a unified, risk-aware security posture that supports innovation and operational continuity.
Previously, Carlos held key roles at Apache Corporation, leading global modernization and firewall transformation initiatives. He successfully directed the migration from Cisco SourceFire to Palo Alto NGFW, integrated VeloCloud SD-WAN, and modernized field infrastructure across data centers, rigs, and remote operations.
Carlos holds the CISSP certification from (ISC)² and multiple Cisco certifications including CCNP Enterprise and Cisco Security Specialist. Known for his people-first leadership style, he develops high-performing teams that deliver measurable outcomes through collaboration, accountability, and innovation.
